OREGON – GOVERNOR SIGNS IN LAW BILL TO PROVIDE EMPLOYERS TAX CREDITS
Governor Tina Kotek recently signed into law a bill that will provide a credit towards an employer’s UI taxes for 2025, 2026, and 2027 if the employer’s tax rate for 2025 is at least 2.5% less than the previous year. The tax credit will not exceed $5,000.
The credit is limited to employers who had an experience-rated payroll tax rate in 2020. Employers must file all wage reports and pay taxes for 2024 and 2025 timely and have paid – or are complying with payments terms – all outstanding UI tax related obligations in order to be eligible.
HB2271 was drafted and passed in response to 2021’s HB3389 which froze employers’ experience ratings at their 2020 level for tax years 2022 through 2024. The state of Oregon acknowledges that, during this time, employers may have improved their experience rating and therefore lowered their tax rate for all – or a portion of – those years. Therefore, HB 2271 addresses this through the creation of a tax credit.
