CA ACH Bank Changes Coming May 31, 2023

Effective May 31, 2023, the State of California is switching banks for ACH/Fedwire transactions. Any payments made on or after May 31, 2023, need to be made to US Bank. If you have any payments due to CA EDD, please plan your payments carefully as any payments made to US Bank before May 31 or any payments made to Union Bank after May 31 may be returned and be subject to penalties and interest.

As a reminder, we request that you send quarterly contribution information to our tax team each quarter. This information allows us to perform impact analyses as well as accurately evaluate voluntary contribution and joint account opportunities. We are happy to accept this information in any format via email, Tax Gateway, or ShareFile. Note that if you utilize a third-party filing vendor such as ADP or Ceridian, we may be able to obtain access to this information on your behalf to ensure our records are always up to date. The State of California’s bank for processing ACH Credit or Fedwire transactions is changing from Union Bank to US Bank. Payments with a settlement date on or after May 31, 2023, must contain the Employment Development Department’s (EDD) new bank account number and routing transit number in the entry detail record.

Update your records with the new EDD US Bank information:

Payments with the following dates may be returned, and be subject to late penalty and interest charges:
• Payments to Union Bank with a settlement date on or after May 31, 2023.
• Payments to the new US Bank account with a settlement date prior to May 31, 2023.

If you are using a payroll agent, tax representative or software program to submit payments, ensure that the EDD’s bank account information is updated. The Automated Clearing House (ACH) Credit Information Guide (DE 532) provides the US Bank information and the National Automated Clearing House Association record formats.
