Unemployment Cost Management


The Unemployment Insurance Weekly Claims report for the week ending July 27, 2019 has been released by the Department of Labor.

  • Seasonally adjusted initial claims: 215,000
  • 4 week moving average: 211,500
  • Seasonally adjusted insured unemployment rate: 1.2%
  • Seasonally adjusted insured unemployment number: 1,699,000
  • 4-week moving average: 1,698,250
  • Number of unadjusted claims: 177,948
  • Unadjusted insured unemployment rate: 1.2%
  • Unadjusted number claiming UI benefits: 1,680,143


The Department of Labor in the state of Vermont recently released the fiscal 2020 unemployment tax rates. We will a decreases in construction industries with a dip of .6% in the new-employer tax rates for buildings construction, bringing it down to 4%. This applies to Code 236. Another change applies to Code 237, the civil-engineering construction industry, which will come down half a point to a rate of 5.6%. Code 238 which covers the new-employers in special-trade contracting will also go down a bit, landing at a rate of 5.5%.

The range for experienced employers will stay in the 0.8% to 6.5% range for the July 1, 2019 to June 30, 2020 time period. New employers will also have an unchanged rate from their previous fiscal year, holding steady at 1%.

The Tennessee Statewide Payroll Board (TSWB), Region 7 of the American Payroll Association, was established in 2011. TSWV is an independent Board made up of non-paid/volunteer Directors (9) and their Committees. The Board was established in 2011 to alleviate the burden associated with planning a successful TN Payroll Conference Event.  TN Chapters can volunteer to host a conference event and the TSWB will assist them in planning.
