OREGON – UPCOMING TAX RATE DETAILS
The Oregon Employment Department will begin mailing tax rate letters to employers and their representatives and we expect to begin receiving these notices in mid to late November.
Due to the expiration of House Bill 3389, which was passed to support Oregon employers negatively impacted by the pandemic, the OED will be returning to the standard rules that were in place pre-pandemic for 2025. While HB 3389 required the state to use employer’s 2020 experience rating to calculate tax rates, the procedure for 2025 calculations will now revert with wages and benefit charges from 3Q21-2Q24 being used to calculate 2025 tax rates.
PENNSYLVANIA – 2025 TAX RATES ANNOUNCED, REMAIN THE SAME
The Pennsylvania Department of Labor and Industry recently announced employer unemployment tax rates for 2025, which will remain the same from 2024.
Non-delinquent accounts will continue to have unemployment tax rates ranging from 1.4190% to 10.3734%. Delinquent accounts will range from 4.6950% to 13.6494%. The trigger percentage as of July 1, 2024 resulted in the following solvency measures, including a 9.20% surcharge adjustment, a 0.60% additional contributions, and 0.00% interest factor.
New employer rates will remain at 3.822% (delinquent 7.6980%) for non-construction employers and 10.5924% (delinquent 14.4684%) for construction employers.
The taxable wage base will also remain the same at $10,000.
VERMONT – TAXABLE WAGE BASE INCREASE
The taxable wage base in Vermont will increase in 2025 to $14,800, up 3.5% from $14,300 in 2024.
DISASTER RESPONSE
CONNECTICUT – DISASTER UNEMPLOYMENT ASSISTANCE AVAILABLE FOR AUGUST FLOODING
Disaster Unemployment Assistance (DUA) is available to individuals who were affected by flooding in Connecticut from August 18-19, 2024. Benefits may be available to individuals who live or work in Fairfield, Litchfield, and New Haven counties.
Individuals must file for regular state unemployment benefits at www.FileCTUI.com. Once they are found ineligible for state benefits, they can then file for Disaster Unemployment Assistance by calling the Consumer Contact Center.
The application deadline for impacted individuals is December 9.
FLORIDA – DUA BENEFITS AVAILABLE TO ADDITIONAL COUNTIES FOR HURRICANE HELENE
Additional counties have been added to Disaster Unemployment Assistance (DUA) that is available to individuals who were affected by Hurricane Helene that impacted Florida and are not eligible for regular state or federal Reemployment Assistance benefits. Benefits may be available to individuals who live or work in Alachua, Baker, Bradford, Charlotte, Citrus, Collier, Columbia, Dixie, Duval, Franklin, Gilchrist, Gulf, Hamilton, Hernando, Hillsborough, Jefferson, Lafayette, Lee, Leon, Levy, Madison, Manatee, Pasco, Pinellas, Putnam, Sarasota, Suwanee, Taylor, Union, and Wakulla counties.
Individuals are encouraged to apply online go to www.FloridaJobs.org and select “File a Claim,” visit a local CareerSource Career Center, or call 1-800-385-3920. Customer service representatives are available Monday through Friday from 8:00 a.m. to 5:00 p.m. For DUA claims information, call 1-833-FL-APPLY (1-833-352-7759) to speak with a representative.
The application deadline for impacted individuals is December 2, with the exception of Gulf County (December 3), and Alachua, Baker, Bradford, Collier, Duval, Putnam, and Union counties (December 9).
FLORIDA – DISASTER UNEMPLOYMENT ASSISTANCE AVAILABLE FOR HURRICANE MILTON
Disaster Unemployment Assistance (DUA) is available to individuals who were affected by Hurricane Milton that recently impacted Florida and are not eligible for regular state or federal Reemployment Assistance benefits. Benefits may be available to individuals who live or work in Brevard, Charlotte, Citrus, Clay, Collier, DeSoto, Duval, Flagler, Glades, Hardee, Hendry, Hernando, Highlands, Hillsborough, Indian River, Lake, Lee, Manatee, Marion, Martin, Miccosukee Indian Reservation, Okeechobee, Orange, Osceola, Palm Beach, Pasco, Pinellas, Polk, Putnam, Sarasota, Seminole, St. Johns, St. Lucie, Sumter, and Volusia counties.
Additionally, work search reporting, waiting week, and Employ Florida registration requirements for Reemployment Assistance claims have been temporarily waived for Floridians impacted by Hurricane Helene in FEMA disaster-declared counties. By waiving these requirements, eligible Floridians will be able to quickly apply and receive Reemployment Assistance and Disaster Unemployment Assistance benefits.

GEORGIA – DUA BENEFITS AVAILABLE TO ADDITIONAL COUNTIES
Disaster Unemployment Assistance (DUA) is available to individuals who were affected by Hurricane Helene that recently impacted Georgia. Dodge, Hancock, Thomas, and Warren counties were recently added to the DUA declaration.
Benefits may also be available to individuals who live or work in any of the following counties originally included in the declaration: Appling, Atkinson, Bacon, Ben Hill, Berrien, Brooks, Bryan, Bulloch, Burke, Butts, Camden, Candler, Charlton, Chatham, Clinch, Coffee, Colquitt, Columbia, Cook, Echols, Effingham, Elbert, Emanuel, Evans, Glascock, Glyn, Irwin, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Lincoln, Long, Lowndes, McDuffie, Montgomery, Newton, Pierce, Rabun, Richmond, Screven, Tattnall, Telfair, Tift, Toombs, Treutlen, Ware, Washington, Wayne, and Wheeler.
Individuals are encouraged to apply online at dol.georgia.gov. Applications may also be filed in person at any GDOL career center, if necessary. The application deadline for impacted individuals for these newly declared counties, along with Bryan, Butts, Camden, Charlton, Glynn, Long, Newton, and Wayne counties is December 6, while the deadline remains December 2 for all other impacted areas.
VIRGINIA – DUA BENEFITS AVAILABLE TO ADDITIONAL COUNTIES
Disaster Unemployment Assistance (DUA) is available to individuals in additional counties who were affected by Hurricane Helene that impacted Virginia. Bedford, Bland, Carrol, Pittsylvania, Russell, Scott, and Wise counties as well as the City of Radford were recently added to the DUA declaration. Benefits may also be available to individuals who live or work in any of the following counties originally included in previous declarations: Giles, Grayson, Montgomery, Pulaski, Smyth, Tazewell, Washington, and Wythe counties and the City of Galax.
Individuals can apply online at VEC’s Claimant Self Service at uidirect.vec.virginia.gov. Alternatively, individuals can call VEC’s Customer Contact Center at 1-866-832-2363.
The Virginia Employment Commission (VEC) will be on-site at the Taylors Valley Community Center in Damascus on Wednesday, October 9, from 10:00 a.m. to 5:00 p.m. to assist individuals with unemployment benefits and Disaster Unemployment Assistance (DUA). The Taylors Valley Community Center is located at 23378 Taylor Valley Road, Damascus, VA 24236.
The application deadline for all impacted individuals is December 2.
